I found this beautiful photograph in an antiques store in Fort Worth, Texas. At the bottom corner of the card on which is is mounted is the photography studio's name: Jeffers Studio, 106 N. Charlotte, Balto. (presumably Baltimore, Maryland). 

On the back is written,

 With much love for Bess from "her friend by the sea," Bertie C. Askew

Alas, I don't have any additional information about Bertie, nor any clue as to Bess's identity.

Bertie herself, assuming that the photo is indeed of Bertie, was a lovely young lady
