An Act of Congress:
The Release of John BURGIA from Prison

The Richmond Enquirer

Richmond, Virginia

March 7, 1823

Note: This was actually one part of a long list of Acts, so I have included 2 parts: the beginning of the article, which identifies the story, and the portion that includes the personal name.

Also, you'll see that the name BURGIA is very difficult to decipher. I thought at first that it was BURGIN. However, a comparison of the last letter of the name (A versus N)  with the better-quality word "and," makes me think that perhaps BURGIA is meant to end with an "A", rather than as BURGIN, with an "N."  See this page with the comparison.
